UK and France to Deploy Troops to the Country should a Peace Agreement is Agreed

The British and French governments have signed a statement of purpose concerning the stationing of military forces in Ukraine should a peace agreement be struck with Moscow, the Prime Minister of Britain, Starmer, has declared.

After talks with Ukraine's allies in Paris, he indicated that the two nations would "establish operational bases throughout Ukraine and build fortified facilities for arms and defense matériel" to prevent any future incursion.

The coalition members also proposed that the America would play the primary role in monitoring a halt in hostilities.

Russia has on multiple occasions cautioned that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has not yet responded on this new announcement.

Context and Ongoing Conflict

The Kremlin's head Vladimir Putin initiated a full-scale invasion of Ukraine in early 2022, and Moscow presently occupies roughly 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our vow to support Ukraine for the duration," remarked the UK Prime Minister.

Top officials and top officials from the "Allied Coalition" participated in the recent discussions.

Addressing reporters at a joint press conference, he further said: "It creates the pathway for the juridical structure under which allied and coalition forces could operate on the ground in Ukraine, securing Ukraine's airspace and waters, and rebuilding Ukraine's defense capabilities for the years ahead."

The PM went on to say that Britain would take part in any Washington-directed monitoring of a potential cessation of hostilities.

Defense Assurances and Negotiation Stances

Senior US negotiator Steve Witkoff stated that "durable safety pledges and substantial economic promises are critical to a permanent resolution" in Ukraine – mentioning a central condition made by Ukraine.

The negotiator said the coalition had "substantially agreed on" their work on establishing such pledges "so that the people of Ukraine know that when this hostilities ends, it ends forever."

Donald Trump's son-in-law, ex-President Donald Trump's representative, also was involved in the talks.

Meanwhile, France's leader Emmanuel Macron said that Ukraine's partners had made "considerable progress" at the talks.

He noted that "comprehensive" security guarantees for the Ukrainian government had been agreed in the case of a prospective ceasefire.

President Volodymyr Zelensky stated that a "significant step forward" had been made in Paris, but qualified that he would only view efforts to be "sufficient" if they resulted in the conclusion of the conflict.

Recently, he said a peace deal was "90% ready". Agreeing on the remaining 10% would "shape the future of peace, the fate of Ukraine and Europe".

Unresolved Issues

  • Land and defense assurances have been at the forefront of key disagreements for the parties involved.
  • The Russian President has often said that Ukraine's forces must pull back from all of Ukraine's eastern Donbas region or Russia will take control, rejecting any middle ground over how to finish the war.
  • Zelensky has so far ruled out ceding any land, but has floated the idea that Ukraine could withdraw its troops to an mutually accepted point – but only if Russia does the same.

Russia presently controls about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk region. The areas form the heartland of the Donbas.

The initial US-led 28-point proposal that was circulated to the media last year was viewed by Ukraine and its EU supporters as being disproportionately favorable in Russia's direction.

This led to a period of focused discussions – with all sides trying to revise the draft.

Last month, The Ukrainian government sent the US an updated proposal – as well as additional documents outlining prospective security guarantees and plans for Ukraine's recovery, the President added.
